Residents may register for free Community Emergency Response Team training.
From the City of Tampa:

The course provides citizens with basic skills needed during a major disaster. This training allows graduates to respond to the immediate needs of their community in the aftermath of a major disaster - the time when emergency services may not be immediately available.
