Tampa Police Chief Jane Castor Promotes 20 of TPD's Finest

From a Tampa Police Department News release:

Captain Diane Hobley-Burney will serve as the Captain of the Support Services Bureau, and will oversee the department’s training unit, evidence, records and reserve force. During her 23-year career, she has worked as a patrol lieutenant, supervised one of the top-producing “Quick Uniform Attack on Drugs” squads, worked as a domestic violence detective, supervised school resource officers and managed crime prevention.

After 23-years-of dedicated service to the citizens of Tampa, policing is Captain Hobley-Burney’s passion. As she continues her career, her top priorities will always be the safety and well being of the citizens and officers of Tampa. She also has a passion for stopping the cycle of domestic violence, which prompted her to become a domestic violence investigator and trainer for the Department.

The newly appointed Captain earned her BS in Sociology from Saint Leo University, and she graduated in the top of her police academy class. She is currently working on her MA in Criminology.

Captain Keith O’Connor will work as a patrol supervisor in District Three serving Ybor City and Downtown Tampa. He has spent the majority of his 17-year career fighting street-level drugs in District One, and served as a sergeant of a very successful Quick Uniform Attack on Drugs squad. As a lieutenant, O’Connor continued his career in District One, supervising street patrol squads. O’Connor has a passion for eradicating street-level drug dealing, so even as a lieutenant it was not uncommon to see him investigate these types of crimes. As a supervisor in District One, this aggressive crime fighter also spearheaded some of the Department’s successful holiday crime reducing operations.

Captain O’Connor earned his BA in Criminology from the University of South Florida and is married to the newly appointed Lieutenant Mary O’Connor. They have two children, nine-year-old Ryan and four-year-old Natalie.

Captain Kenneth Morman will supervise the Strategic Investigations Bureau, overseeing all major narcotics, gang, gun, and long-term undercover investigations. With nearly 30 years of experience in drug investigations, he was a natural choice for this position. During his career, he has worked as a Narcotics Bureau detective and supervisor, a patrol officer and plain-clothes supervisor. As a lieutenant, Morman has spearheaded some of the Department’s largest and longest drug investigations, and most recently has tasked his squads with dismantling the prescription drug diversion market by targeting illegal “pill mills.”

Captain Morman graduated with a BA in Criminal Justice from Saint Leo University. He also served in the United States Army.

Lieutenant Mary O’Connor will serve as a District Two patrol supervisor. During her 17-year career, she has served as a Field Training officer, Quick Uniform Attack on Drugs officer, patrol officer and supervised a district latent investigation squad. She also spent three years fighting identity theft, fraud and economic crimes as a detective.

In her current role as a Rapid Offender Control sergeant, she has supervised large scale operations that have significantly reduced crime in the Sulphur Springs and Seminole Heights neighborhoods.

Lieutenant O’Connor has been the Department’s Officer of the Month. She graduated with a BA in Criminology from the University of South Florida and has an MBA from Saint Leo University.

She is married to newly appointed Captain Keith O’Connor and has two children, nine-year-old Ryan and four-year-old Natalie.

Lieutenant Eddie Preston will serve as a Lieutenant reducing crime in District One. During his 17-year career, Preston has served as a Field Training Officer, supervised the District One latent investigation squad and worked as a plain clothes officer. He is also a child abuse and domestic violence investigator. Eddie Preston has been the Department’s Officer of the Month and was the Employee of the Month as a civilian employee.

In the five years Preston has served in the investigative unit in District One, he and his team have had a continual monthly reduction in crime. Lieutenant Preston is married and has four children - Kaila, Connor. Katrina and Colby. Lieutenant Preston has an AA from St. Petersburg College.
